Street Lights Collective CIC is led by directors, supported by a board of advisors, specialist advisors, named safeguarding and finance leads, youth voice representation and a delivery team of trauma informed practitioners.

This register confirms the current leadership and advisory structure of Street Lights Collective CIC. It is designed to provide clarity for funders, partners, commissioners, schools, local authorities and community stakeholders.

The organisation operates under the ethos of Presence. Power. Purpose. This means the team is committed to visible community presence, restoring agency and dignity to young people and families, and creating purposeful pathways for healing, leadership, education and futures.

Andrew Fuller

Role: Director

Andrew Fuller provides strategic leadership, organisational accountability, vision protection and public representation for Street Lights Collective CIC. His leadership is rooted in trauma informed practice, youth guidance, cultural identity, community transformation and serious youth violence prevention.

Andrew brings extensive experience working with young people, schools, families, alternative provision, local authorities, faith communities and community organisations. His work centres on helping young people and families understand trauma, behaviour, emotional literacy, identity, family systems and purpose.

Within Street Lights Collective CIC, Andrew helps ensure that the organisation remains faithful to its ethos of Presence. Power. Purpose. He supports strategic direction, stakeholder engagement, programme development, partnership building and the wider public message of community healing and youth guidance.

Mark Anthony Malcolm

Role: Director and Programme Leadership

Mark Anthony Malcolm serves as Director and Programme Leadership for Street Lights Collective CIC. He supports the strategic leadership of the organisation and plays a key role in programme planning, delivery oversight, community engagement and the development of youth focused interventions.

Mark contributes to the operational strength of Street Lights by supporting programme structure, practitioner coordination, community relationships and delivery quality. His role helps ensure that the organisation’s programmes remain practical, culturally relevant, trauma informed and responsive to the lived realities of young people and families.

As a director, Mark shares responsibility for governance, accountability, safeguarding oversight, strategic decision making and protecting the mission and reputation of Street Lights Collective CIC.

The Board of Advisors provides specialist guidance, challenge, insight and sector experience to strengthen the governance, delivery and strategic direction of Street Lights Collective CIC. Advisors do not replace the legal responsibilities of the directors, but they provide high level expertise that strengthens the organisation’s credibility, safeguarding, education, community safety and youth violence prevention work.

Paul Chambers

Role: Trauma Informed Headteacher and Education Advisor

Paul Chambers brings extensive education leadership experience, with a strong focus on young people who have often been let down by the systems meant to support them. His leadership is grounded in the belief that no child is beyond hope.

Paul has worked across further education, learner services, education inside a Young Offenders Institution, SEMH and alternative provision. His work has been shaped by the conviction that learning begins with dignity, relationship and trust, not compliance.

Paul’s trauma informed leadership, therapeutic practice, restorative approaches and commitment to pastoral care provide Street Lights Collective CIC with vital education insight. His experience supports the organisation’s work with schools, excluded pupils, vulnerable learners, staff teams and young people who require relational, consistent and compassionate support.

Mark Wolski

Role: Head of Community Safety, Haringey Local Authority and Senior Public Protection Leader

Mark Wolski brings senior public protection and community safety expertise, with experience across policing, local government and independent review work. His leadership spans complex portfolios including community safety, violence reduction, VAWG, Prevent, emergency planning, surveillance governance, regulatory services and system improvement.

Mark specialises in setting clear vision and direction for organisations navigating risk, scrutiny and rapid change. His work brings together diverse stakeholders around shared purpose, collaboration, accountability and sustainable improvement.

As Head of Community Safety for Haringey Local Authority, Mark provides Street Lights Collective CIC with strategic insight into public protection, violence reduction, partnership working, risk management, governance and community safety. His trauma informed and culturally responsive approach aligns strongly with the Street Lights mission to build safer communities through trust, partnership and meaningful engagement.

Michael Hawkins

Role: Head of Education, Hillingdon Council and Education Systems Advisor

Michael Hawkins is Head of Education for Hillingdon Council and brings more than 30 years of education experience. He has worked directly with more than 200 schools, multi academy trusts and local authorities across London, nationally and internationally.

Michael’s professional focus is rooted in the belief that every child and young person deserves a high quality bespoke education that prepares them for adult life. His work supports schools and leaders to know pupils properly, develop them alongside professionals, and remain committed when young people are struggling.

Michael provides Street Lights Collective CIC with significant education systems knowledge, school improvement insight and strategic understanding of local authority education priorities. His experience strengthens the organisation’s ability to work with schools, local authorities and vulnerable pupils in a credible, structured and impact focused way.

Francis Osei Appiah

Role: Safeguarding, Serious Youth Violence and Gangs Advisor, Reform Restore Respect Charity

Francis Osei Appiah brings specialist safeguarding, gangs, county lines and serious youth violence expertise. He is connected to Reform Restore Respect Charity and has experience as a Kent Ambassador, Operations Manager, Founder and CEO, and Local Church Designated Safeguarding Lead in a voluntary capacity.

Francis has experience as a Corporate Safeguarding Against Gangs and County Lines Trainer and as an external trainer for Kent Police College. His background brings direct relevance to Street Lights Collective CIC’s work with young people, families and communities affected by violence, exploitation, community fear and safeguarding risk.

Francis strengthens the advisory board by contributing safeguarding knowledge, practical training insight, community safety understanding, gangs and county lines expertise and a strong commitment to protecting vulnerable young people and supporting communities affected by serious youth violence.

Phillip Chockochen

Role: Designated Safeguarding Lead

Phillip Chockochen leads safeguarding oversight for Street Lights Collective CIC. This role includes safeguarding procedures, reporting routes, escalation, safer practice, advice to directors, safeguarding training support and ensuring that children, young people, families, staff, volunteers and practitioners are protected across the organisation’s work.

Marisa Ferguson

Role: Finance and Compliance Lead

Marisa Ferguson supports Street Lights Collective CIC with finance and compliance oversight. Her role includes supporting budgets, financial records, reporting, compliance, funding controls, evidence gathering and ensuring that the organisation maintains clear and accountable financial practice.

Solomon Fagbayi

Role: External Partner and Specialist Advisor, Step Now CIC

Solomon Fagbayi supports Street Lights Collective CIC as an external partner and specialist advisor through Step Now CIC. His contribution strengthens partnership working, specialist community insight, collaboration and strategic links across youth, community and social impact work.

Mikha’El Stevens Robinson

Role: Youth Voice and Ambassador Forum Representative

Mikha’El Stevens Robinson supports the Youth Voice and Ambassador Forum. This role ensures that young people are not only recipients of Street Lights programmes, but active contributors to programme design, youth messaging, peer insight, feedback, leadership and community influence.

Six Trauma Informed Practitioners

Role: Delivery Team

Street Lights Collective CIC is supported by a delivery team of six trauma informed practitioners. The practitioners are not named publicly in this register, but they form part of the organisation’s delivery capacity across mentoring, workshops, outreach, youth support, community engagement, family support and programme delivery.

The practitioner team strengthens the organisation’s ability to deliver work that is relational, culturally contextualised, emotionally intelligent and grounded in trauma informed practice.

Street Lights Collective CIC has developed a leadership and advisory structure that brings together lived experience, education leadership, safeguarding expertise, public protection, community safety, local authority education knowledge, youth voice, finance oversight and trauma informed delivery capacity.

This structure supports the organisation to operate with credibility, accountability and professional standards while remaining rooted in community, family, culture, youth guidance and serious youth violence prevention.

The directors remain legally responsible for the governance and decision making of Street Lights Collective CIC. The Board of Advisors and specialist leads provide guidance, challenge and expertise to strengthen the organisation’s strategy, safeguarding, partnerships, delivery and impact.
